Interesting.  Aggregation is the root of the reason for the RIR system.

It is just much simpler and makes more sense to have each space agency to

We can do things simply, but simply doesn't scale. To make routing scale,
we need hierarchical aggregation. To do that, we need hierarchical address
assignment.

I agree that this doesn't warrant another RIR, and thus I'm here asking
ARIN to take this on.
