ARIN-2026-5 was adopted by as a draft policy in the September 2026 Advisory Council meeting.  This draft policy is adding a definition to section 2 of the Number Resource Policy Manual regarding what is considered out of region use of ARIN number resources.

Here is the current language:

2.18. Out Of Region Use

The sole use of ARIN-allocated resources in locations outside of the ARIN service region. This definition does not apply to the simultaneous use of a given ARIN resource both within the ARIN service region and in other RIR service regions.

As primary shepherd of this draft policy I welcome any feedback on the proposed policy.

Based on the PPML discussions, it appears that this matches the common definition as understood in the community.

Furthermore, it explicitly excludes the simultaneous use of resources within the ARIN service region and outside of it, e.g. anycast, from being considered out-of-region use. I think this completely eliminates any ambiguity when the term is used negatively, i.e. there is no risk that "out-of-region use is prohibited" would be construed to apply to anycast by anyone given this definition.

As such, I support the intent of this policy.

As for the language, I wonder if it would be better to change

This definition does not apply to the simultaneous use of a given ARIN resource both within the ARIN service region and in other RIR service regions.

This definition does not apply to the simultaneous use of a given ARIN resource both within and outside the ARIN service region.

I feel like this is more compact and also deals with the pedantic question of resources being used outside of any RIR service region, e.g. on Low Earth Orbit satellites.

While I don't think this is likely going to lead to any misunderstandings, if we are going to put an unambiguous definition for this term, it might as well not have weird grey areas.

Best regards,
Quantum
