When trying to get to www.ote.arin.net <http://www.ote.arin.net> I get
an error that the site cannot be reached.
When trying to send REST requests to reg.ote.arin.net I get a connection
refused error, which seems to indicate that the server is not listening
on that address.
Is there an easy way to tell if the service is up or not?
