The uuid line in the xml file conflicts with the previous F12 release. IE if you are currently running the F12 release arm1 vm, you can't install the rpm because the uuid conflicts.
I changed mine to: <uuid>3dcf8d3f-0512-78c0-17b7-647732818a5e</uuid> in /var/lib/libvirt/images/f13-arm-beta1-libvirt-definition.xml and reran virsh create /var/lib/libvirt/images/f13-arm-beta1-libvirt-definition.xml and both booted just fine.
