You may want start with installing Fedora 13  for ARM inside a virtual
machine ( you can use Qemu / ARM ) or preferably on an actual hardware.

To setup Fedora for ARM architecture start with the wiki here:

fedoraproject.org/wiki/Architectures/ARM/F13-ARM-Beta1

Once you accomplish this you can then look forward to building packages
using koji-arm, installing them in your device, reviewing them, and then
fixing the issues.
