I tried again, with the same results for the three packages: kexec-tools-2.0.17-2.fc28.armv7hl.rpm httpd-2.4.33-5.fc28.armv7hl.rpm brltty-5.6-10.fc28.armv7hl.rpm
I rebooted the Raspberry Pi and now the upgrade works smoothly.
