I tried again, with the same results for the three packages:

  kexec-tools-2.0.17-2.fc28.armv7hl.rpm
  httpd-2.4.33-5.fc28.armv7hl.rpm      
  brltty-5.6-10.fc28.armv7hl.rpm

I rebooted the Raspberry Pi and now the upgrade works smoothly.  The
kernel where it did not work was:

4.16.3-300.fc28.armv7hl ([email protected])

and the kernel where it does work is the current kernel:

4.16.5-300.fc28.armv7hl ([email protected])
