before upgrade
kernel : 4.16.3-301.fc28.aarch64 
after upgrade
kernel : 4.16.6-302.fc28.aarch64

ok, I tried it twice yesterday with this same issue, this morning it is ok ...
there is something magical unless updates have been published this night ...
