Tried a clean install with Fedora 30 on new SD card, after update to kernel 5.2 lost USB again. For test I installed Fedora 30 on OPI-PC (armhf) and update to kernel 5.2 didn't break USB. Maybe the problem is only in aarch64 for Allwinner. My linux skills are basic, but if you need more info or logs please let me know.
