https://docs.fedoraproject.org/en-US/quick-docs/raspberry-pi/ I do not believe that is supported platform for F37 out of the box. You may have to build a custom kernel/package set on something that small to run F37. 1Gig is really scraping the bottom of the barrel to run the default image you downloaded. Plus I would use the raw image, not the armhfp. But to start I would strip out all of the desktop components in the image like KDE/GNOME/X and Wayland.
