It usually is done to prevent camping out on the part of ticket purchasers.
Such policies are often communicated ahead of time; obviously, the policy
wouldn't have the desired deterrent without it being known. If numbers
were given out in order of the line, then the line squatting period would be
just as long, but for the numbers instead of the tickets per se.
