According to William Tucker's Winter 1991 article in The Public Interest, How Housing Regulations Cause Homelessness, "The most obviously flawed explanation lies in the figures that seem to indicate a massive federal cutback in housing assistance. There has been no such cutback. Federal low-income housing assistance actually increased from $5.7 billion in 1980 to $13.8 billion in 1988. The number of households receiving low-income housing assistance also rose, going from 3.1 million to 4.2 million."
 
Mr. Tucker asserts that "homelessness varies widely from city to city, with local housing policies...the decisive factor...", according to research he conducted in 1988.
