Armchairs,

Most "social security" redistribution programs --like pensions, medical benefits, etc.-- are financed by payroll taxes.  

What would happen is some of this redistribution programs were financed by capital-income taxes?  Would retirees become net contributors instead of net beneficiaries?  What other implications are there?

I just read somewhere that this was a puzzle... but is it?
