Some special interests play both sides of the street.  They contribute to
Democrats and Republicans, figuring to gain favor and access no matter who
wins.  They don't care who wins, since they get influence in either case. 
The aim is often not to elect any particular party or candidate, but to make
sure that whoever is elected is their man.
