That is lifted straight from Max Weber's Wirtschaft und Gesellschaft (Economy and Society) Part One, Chapter II Section 40. But it seems this is popularly attributed to Mancur Olsen. Olsen cites Weber in Logic of Collective Action, but for an entirely different point. I dont know how to account for the lack of credit to Weber, can anyone offer any insight?
