FWIW, OpenWRT has a fairly reliable cross-build system.  It
automagically downloads the necessary packages, compiles all the tools,
then builds a kernel and selectable system utilities.  The only problem
is, it's fairly all-or-nothing.  You can use the cross tools to compile
random packages or your own code, but I don't think it's straightforward
to pull out pieces of the toolchain for use outside an OpenWRT build tree.
