AR (might have) took the project in late 1996. I remember reading some
news bits back then, that Ketan Mehta approached AR after listening to
his Rangeela and other albums. In one of the interviews published in a
Hindi newspaper, AR had said that he had recorded 1 song for Mehta's
film. That was early 1998. Also in post - Vande Mataram interviews on
channel Sony, he had said that he was doing music for this patriotic
film by Mehta.

But the film actually started out very late. One more thing, Aamir Khan
was supposed to sing in Lagaan, but he was not there. And since he is
here in Rising, there is some link, I guess.
I hope I'm not confusing in Deepa and Ketan Mehta and am clear. :-)
