No, because there is nothing out of the ordinary with that track. It's listed
as part of his regular discography as a sound arranger.
Also shouldn't the Sivaji Rap bit for bald Rajini's intro be included?

I don't think I am in any position to give or deny permission here. A lot of
the tracks have been shared on the group before. And going by the ground rules
of this group, it is okay to share unreleased/unavailable tracks.
