National Awards are given for films officially censored during a particular calendar year (1 Jan to 31 Dec). That being the eligibilty criteria, the year of censoring is taken as the year of award, and not the year of release. (because there are lots of films that win awards, but never get released in theatres, due to a variety of reasons)
