[arr] Does Gulzar get a Oscar Statue award too?

When they mentioned the winner of the original song. they said that
Winner is jai ho - AR Rahman and Gulzar. does that mean will Gulzar get
a oscar award too? if so, why wasn't  he invited to the ceremony?
