The academy considers a movie in the categories submitted for by the producers. The producers of 'Life is beautiful' had submitted the movie in both best movie and best foreign language (non english language) movie categories... and you all know the results. for that matter makers of dev d or ghajini or any other hindi movie can submit the respective movies for best film next year as the movies had got a wide release in the usa.
