[arr] Tendulkar tried & couln't meet ARR once - is that right ?

I vaguely remember this thing that during 1998, Sachin tried to meet ARR in 
Chennai. but couldn't get an appointment.. 
my Mother recalled this incident.. & I want to know if that was true !!
can someone confirm ?
