Whether it's the best album or not is not an objective measure, but a subjective take. For some it might be, others not. For me, so far, Raavan is amongst the very best of ARR's works from my standpoint (musical taste, emotional impact, etc.) The whole album's got a beautiful blend of traditional and contemporary with each song packing a punch. The soundtrack is way, way too short, but very sweet and sweeping.
