Which version of Mid-Tier you are using ?
If the Mid-Tier is on 6.3 then you have to use "public" on the URL

We have a proxy server. I have provided the proxy server settings as
well.
File-> Server Information -> Connection Settings
Proxy Server Settings for Java VM: Dhttp.proxySet=true

JRE is installed and Web servies option was selected at the time of
installation.
I have also mentioned the following in ar.cfg file.
