IF all this is true all you need to do id replace the server name in
your ar.cfg file and restart the service.

Yes,

The passwords and db owners are the same.  We basically will be:

1. Locking out the users
2. Making a copy of the production db onto a new server
3. Bringing down the production system
4. Renaming the new server and IP address to match the old production db

   server
5. Bringing the AR System back online

In the interim I need to be able to test this in a development
environment.  We have already performed steps 1 and 2 in the dev
environment, but are dev db server does not have the same name as the
one in production.  Therefore I need to know how to point to a different
db server.

One of the quickest ways would be to detach from your current
Database and attach to your new database.
Are password and db owners the same on both db?

We are in the process of retiring our current databse cluster.  We are 
using Microsoft SQL Server 2000.  I want to go through a dry run of the 
database switch in our development environment.  I don't have a clue
where 
to begin or what to do.  Can someone please help me?
