There's a download that you can buy for about $30 (.csv file).  It has all
Zip Codes and their preferred an accepted city names, their states,
counties, time zone, DST indicator (whether or not observed), and
latitude/longitude (central point within the Zip Code).

We imported into a table, added a timezone offset integer field (relative
to our server time - EST).  It's used to autopopulate City/State from Zip
Code in some cases, translate various activities to "Site Local Time" in
others, estimate circuit charges for costing and provisioning activities
(DS1's and larger are distance-based, using lat/long), and so on.  Very
useful resource.

We don't need to validate City/State since we mechanically generate them
from Zip Code, but it would work fine for that purpose.
