Thank you all for responding my question! So, there isn't any Remedy out of box solution. One good suggestion is to delete the "Add" "Delete" labels in the view and add those two buttons backed with special Run Process commands.
Will this work: have a two different views for the form with the attachment pool, the attachment pool on the Admin view has both "Add" and "Delete" displayed; the attachment pool on the Read only view has neither "Add" and "Delete".
