They rate by Stars and they are quite honest about who they rate as 2 or 1 star and the basis for their rating. Also Expedia does have customer reviews which can be quite vitriolic when its deserved. My basis for using them is simply that they have been pretty accurate. Another handy tool is the Frommers guide as well as other travelogues.

PS I'm not sure if they have them in Altanta but in South Carolina they have Shonee's, its a buffet place, great for breakfast or lunch and very inexpensive.
I like playing the Buffet Tables in Las Vegas the best though. The house never wins.
