You could use region field to separate organization (goodwill) instead
or region=7 you could put region=goodwill_7
 this allows you to use the current structure and workflow to accomplish
the same thing with very little modification

This is possible, but will require a lot of changes to get it working
the same as the current auto-assignment workflow.  This level of
change can present issues when you get ready to upgrade as well as
there is no easy way to refactor changes of this level between apps.
