For both local and remote installs, install and configure the oracle
client on the same system where you install the AR system.
If you are connecting using client libraries versions other than the
DATABASE version, install as a remote client.

My understanding is that the 10g client is required.  ARServer 7.0 was
compiled against the 10g libraries.  Support has confirmed this for me.
