It's not a file on the list... You add a line to your config ( Init-Form: <a Display only form you create> ) and put whatever workflow you want to run each time a User logs in with the Windows User tool on it.
When a user log in the ARS server will automatically open that form on the User's PC (it will stay hidden so the user doesn't see it) and execute any workflow set to run on Window open.
