Assuming your ARS server is using Oracle and that the Oracle table in question does or could have a unique key suitable for use as an ARS 'Request ID' field then I would think about using an ARS View form. Or you can have Filters on a normal "ARS form" that updates/maintains data in the "other Oracle table" for the users too.
