I see no problem with users being issued "read(floating)" license when
they are not doing activity that requires the Floating license.

Think of it this way.... Why drive a large truck (think commercial
moving truck, or industrial truck) to work when all your "moving to
work" is yourself?

The "read" license is free and it does not consume a _VALUABLE_
resource (the floating license). However, when the user does try to do
something that would require the license then, and ONLY then, should
the user try to grab a floating license. (Keep in mind that they will
hold that license until they logout or for a minimum of one hour past
the first time they use the license.)


Does that explain it?

There were times when only 6 out of 25 floats were in use and
users were still issued reads(floating).

We are running ar server 6.3 p16, SQL, mid tier 6.3 ws2k3 sp1.
Using AR user floating and help desk floating licenses.
