AC, I see no problem with users being issued "read(floating)" license when they are not doing activity that requires the Floating license.
Think of it this way.... Why drive a large truck (think commercial moving truck, or industrial truck) to work when all your "moving to work" is yourself? The "read" license is free and it does not consume a _VALUABLE_ resource (the floating license). However, when the user does try to do something that would require the license then, and ONLY then, should the user try to grab a floating license. (Keep in mind that they will hold that license until they logout or for a minimum of one hour past the first time they use the license.)
