from the aremail directory you type
./emaild.sh stop
 
this will stop the email engine.  armonitor shoud restart it, if not do:
nohup ./emaild.sh start &
 
This will recycle the cache. 
 
Also note that there is a setting in your emaildeamon.pproerites file that controls the caching interval.  The defauls is 30 minutes
 
com.remedy.arsys.emaildaemon.<server>.Interval=30

Ok. While I hate this "solution" (workaround) it works.

1) Do not trust the "enable/disable" flag. There are bugs in special
version of the Email engine that makes that a questionable value.
2) Change the SMTP server to an invalid value. The Email engine will
try to send it, but fail to and log an error. (Keep an eye on that
Error log form.. the data will grow...)
3) Restart the Email engine.


And while we are on the topic...

I would create this dummy config and mark it as the "Default" and
leave it disabled.
This way you can alter the Mailbox (to your normal mailbox name) in
the Email Messages form for individual message and let them be sent,
but the Notification actions will pickup the "Default" mailbox and
those should not be sent.
