I have it on a machine with just the 6.3 client. It was in the WUT directory, C:\Program Files\AR System\User\arlogdisplay.exe. It is for displaying a log file so it doesn't matter what OS your server is running as long as your window machine can read the file (since it is user tool based I doubt there is one for Unix). You end up opening the log file on your hard drive so there are not any hooks into the server.
Not sure if you are very familiar with Unix but there is a command called 'tail' that you can uses to watch log files in real time. You can install cygwin (http://www.cygwin.com/ ) and even use it on a windows workstation or server. I have found this to be more flexible then the arlogdisply.exe utility.
