Business Time can be used in Change Mgmt to reserve time segments for 
Changes and to help in scheduling Changes.  Also, if you create blackout 
periods for assets, they are added to the Business Time Segment form (and 
the join forms).  I think scheduled maintenance times on Asset outages also 
use Business Time, but I'm not sure.  I created a scheduled outage on an 
Asset & it showed up in the Business Time Segment form.

I agree, the documentation leaves something to be desired.
