Another option is to create an escalation that checks some
table or view for work that needs to be performed. This could be
configured to check every 60 seconds (there is a way to make an escalation run
more frequently, but it depends upon the amount of data you are updating each
time).
When the escalation detects something needs to be processed
it would update a field in each matching record. This would in-turn cause
the filters to fire.

No, because that insert or update hasn't happened via Remedy API so
Remedy has no way of knowing that there was an insert or an update on that
table.. So you have to create that entry using Remedy API on that view form if
you need Remedy to know whats happening on that table..
