There are 2 KM entries on the BMC Remedy web site # KM-000000024382 & KM-000000024242 that helped me fix the problem.

Hi Listers;
I have just tried adding a class to a new name space in Remedy User and
the status of the change is hung at "Change Pending", I have tried
checking the arcmdbd and arsvcdsp , they are running, and the
appropriate forms and filters :
OBJSTR:AL_toCallFilterAPI2
OBJSTR:Pending
OBJSTR:Pend_InitiateApplicationCommand
OBJSTR:Pend_DeleteCompletedEntry
OBJSTR:DeleteEntry
Are present as well!
Anyone seen this before?
