Yes, I have seen this recently with helpdesk 6.0. I noticed initially
all the fields had public view not change permissions, but the
Form itself didn't have the public group listed. I have added public to
the form permission and blocked the view (public will have a red X).

Users are now able to re open cases. Even if they have the user console;
they will not be able to see the SHR:Assignment field. Given
Most users, in my case, submit via the web I don't expect any issues
with the form being public.

When an end user see or is notified that their Hekpdesk case is
resolved.  
They have the option to reopen the case by changing the status in
confirm 
Resolution field to "reopen"  The issue is they will get an error
message 
saying they do not have access to form SHR:Assignment.  If I make public
