At a former federal entity (name withheld), similar delays took place pulling up AL's. It was a fairly healthy, in-house database on a local network, approximately 8k objects total in the admin tool, 3/4 of which were AL's.
The real issue was that the main ticket table contained 5 YEARS worth of tickets and the client insisted on maintaining 15 indexes on that form alone. The client could not agree that there was a significant benefit to archiving tickets and/or reducing the indexing, so any extensive operation, like pulling up a list of all the active links, took forever.
Check with your DBA and see if there is a size/query issue causing this. Just one of many possibilities from the pages of past experiences...
