James, There are several ways to do this.
As others have noted you can use an init form. If your using 7.0, Manage User License functionality that's in the Admin tool is available as a form within the AR System Administration application. I believe that you can set up an escalation that would push User Name, License type, Connect Time, and Last Access Time to another form. I have attached an Active Link to our major forms that pushes Client Type and OS to a form that we use for later analysis of who we need to upgrade. Data in the form helps me understand the number of Users that we have that have logged in and those that haven't. At BMC User World, I gave a presentation concerning License Management. The heart of that process was two filters (really could be just one) that pushes information to a form when an individual creates/modifies records. The filter is also attached to our major forms and can be adapted to develop counts by application, by form, by hour, by day, by month, etc. So as usual with the AR System, there is more than one way to do what your looking for.
