You should be able to apply your fixed licenses (the ones with *site*)
to both servers.

Hello group,

I currently have a fully licensed development server with 3 floating
licenses. I also have a licensed production server with 28 fixed and 25
floating licenses. Both machines are running ARS 6.3 with ITSM 6.0 on
Red Hat Linux Enterprise.

I need to get a usability team logged onto my developement environment
to assist in some testing. Can I use one of these machines as a license
server to serve both production and dev environments, or do I have to
physically move licenses from one server to another?
