You could add a View Field and a Character Field to your form. In an active link, set the Character field with some HTML like:
<marquee width="100%" behavior="scroll">[MESSAGE]</marquee> In another active link, change the [MESSAGE] string to whatever you want, perhaps from a Message form maintained externally.
