Tarun, For any record that "all" users should be able to see you can set the Field 112 value to the "Public" group. That will allow all users to see that one record.
Yes your option could work too. We can manage row level access by setting permission (only for submitter,assign to,assignee group) on request id field. But how can we manage the first one situation where some tickets will be visible to all with the other one ? One idea in our mind is: Let us take two groups A and B. In group A include all remedy users and include in group B only some specific users who wants row level access on their data and now set the value in assignee group field (field id=112) as per requirement.
