Need help with URL parameter passing in Mid-Tier

** Hi all,  I know this should work but I can’t get it to work.  I am attempting to open a form in submit more and set the field id 8 (short desc) to “test”. In my case form opens but does not set the value in field 8 or for that matter any other field I try.  I have already checked permissions on forms and fields.   Environment: ARS 5.1.2 Mid-Tier 6.0.1   http://mid-tier-server/arsys/servlet/ViewFormServlet?
