A helpful person sent the example DV module I was looking for. The zip file contained a java application (source, etc.) that demonstrates many of the features available in the DV plugin architecture.
You should be able to post any files to the wiki you wish. In the toolbox (on the bottom/left of the mail page), click 'Upload File' and follow the on-screen instructions. The upload page contains the markup you should use to link the file to a document within the wiki. I only protect certain fiels on the wiki because I want to ensure their integrity, as is the case with the api's. I want to prevent malicious people from altering these before people download them, hence the outside storage and checksums.

Also look in the Mid-tier install dir for a dir structure
