I guess this is a frequently asked question. There is no real 'binary' but there is this file:
http://prdownloads.sourceforge.net/arsperl/arsperl_184_63.zip?download you can install it when you use ActivePerl. You would also need to copy over some of the 6.3 dll's from your User tool.
