We are running server groups in 7.0 and from what I remember from my
testing we didn't run into this problem although I can't say my tests
were definitive by any stretch of the imagination.

We've had this problem on both 6.0.1 and 6.3 server group
configurations. We had to disable the email engine service on the
secondary server to prevent it from potentially sending duplicates. 

Remedy support never had a fix for us on this, although they had
problems reproducing it, if I remember right.

We are running a ARS6.3 Server Group Configuration with the same
Operations 
running on both sides of a 2 server group.  We configure the operation 
ranking in the Server Group Operation Ranking form.

Periodically we have had an issue where if the Primary sever goes down 
momentarily and then comes back up the server group email engines will
be 
processing emails on both sides of the server group.

While the operations are running on both sides we have looked at the 
SERVGRP_BOARD table in the DB and it only shows the operation running on

the primary side.  Also, the Server Group log I have running shows that 
operations were suspended on the secondary server as soon as the primary

server became available. 

Has anyone else heard of operations running on both sides of a server
group 
although the operations are configured in a primary/secondary
configuration 
in the Server Group Ranking form?
