That depends on how you configure your load-balancing software.

I helped configure a load-balancing environment earlier this week. The
load-balancing-person called the setting "sticky".

If the "sticky"-timeout, or one server goes down, the load-balancer sends
the user to another server. In this case, your files can be creaded on
different servers anyway.

If this is important for just a few users, they may be able to go straight
to a dedicated server by supplying another hostname.

Maybe you can change your design, so that both files are created in the
same transaction (API-call)?
