I found some more information. It's not good news. Outlook 2007 introduced a new model for rendering HTML email. It no longer uses Internet Explorer, it uses Word 2007 and Word 2007 does not support certain HTML elements. As such, you can't use an email that contains a form with a submit button that returns data to a web page.
There is a work-around. While viewing an HTML email you can select Other Actions -> View in Browser. This causes OL to display the email using the browser. This is going to have an impact on many companies around the world very soon. Even though it only takes additional two clicks to open the email in the browser it will not be considered acceptable by many users. We just began testing this week and already I have received a reply that (paraphrased) "we have to find a better solution".
