It wouldn't solve the major issue, which is that they want to be treated
differently than the other groups from a workflow perspective.  This would
set a bad precedent, unless it can make a powerful ally that might be used
for long term good.

Have your email admin setup the necessary rules on her email account.

yes they want to receive their own email just not all the others.  In our
environment everyone in IT got everysingle email.  We are small and thats
what the rule was and will continue to be.  She wants the ability to
transfer tickets to groups she isnt a part of. So now that I am thinking
...she wants her own groups emails but then doesnt want the emails for any
other group.  That would mean she wouldnt be cc'd on any tickets she sends
outside her group.  AARGH.
